A Shingon Buddhist monk in the early Heian period. Born in Sanuki (Kagawa Prefecture). He was the younger brother of Kobo Daishi Kukai, and later became one of his ten greatest disciples. Adoring his brother, he went to Kyoto to study esoteric Buddhism. In 819 (Kōnin 10), he received full precepts at the Kaidan-in of Tōdai-ji Temple, and in 825 (Tenchō 2), he received both Ryobu Kanjō from Kukai, becoming an ajari. After Kukai entered nirvana in 835 (Jōwa 2), he was entrusted with the management of Gufuku-ji Temple (Kawara-dera Temple) in Yamato (Nara Prefecture), the Shingon-in Temple of Tōdai-ji Temple, and the Daikyōzō of Tōji Temple. He entered Tōji Temple in 837, and became the chief priest of Tōdai-ji Temple in 847. In 862 (Jogan 4), he built a new temple, calling it Jogan-ji Temple, which became one of the bases of Shingon Buddhism and the center of his activities. His disciples included Shinzen (804/812-891) and Gennin (818-887, teacher of Shobo, founder of the Ono school). One of his works, Rokutsujoki, is highly regarded as a book that records what he received directly from Kukai, and a copy believed to be in his own handwriting still exists.
