〘Noun〙 Under the Ritsuryo system, a document that directly issues orders from the Emperor. The Yoro Code 's official decrees stipulated that important matters would be conveyed by imperial edicts, and minor matters by imperial decrees. A draft imperial edict was prepared by the Naiki of the Ministry of Central Affairs, which then marked it with a gyokakunichi (the Emperor writes the date in his hand ) in his official handwriting, and presented it to the Minister of Central Affairs. This remained as a draft at the Ministry of Central Affairs, and another copy was sent to the Dajokan, where the Minister and Dainagon added their own signatures, marked it with a gyokakuka (the Emperor writes the character "oka ") in his official handwriting, and had the Dajokan carry it out. 〘名〙 令制で、天皇の命令を直接下達する文書。養老令の公式令(くしきりょう)では臨時の大事は詔で、尋常の小事は勅で伝えると規定している。詔の草案は中務省の内記が作成し、これに宸筆で御画日(ぎょかくにち)(=天皇が日付の数字を書き入れる)を施し、中務卿に賜う。これは中務省に案として留め、別に一通を写して太政官に送り、大臣・大納言が自署を加え、宸筆で御画可(ぎょかくか)(=「可」字を書き入れる)を施し、太政官に施行(しぎょう)させる。詔は本来読み聞かせるのが主意であり、そのための文体で書かれた詔を宣命という。みことのり。→詔勅。※令義解(833)公式「詔書式。〈謂。詔書勅旨。同是綸言。但臨時大事為レ詔。尋常小事為レ勅也〉」 〔文体明弁‐詔〕
