Children (under 18 years of age) who suffer from both severe mental retardation and severe physical disabilities (impairments in the functions of the upper and lower limbs and trunk). More than 50% of cases are caused by cerebral palsy. They are admitted or hospitalized in facilities for severely physically and mentally disabled children or in specialized wards at national sanatoriums, where they receive treatment and guidance on daily living, but the therapeutic environment is still extremely inadequate. Children who live at home are given guidance by specialized staff at child consultation centers, provided with special beds, and paid special child support allowances.
