A general term for legislation that stipulates legal relations, such as the rights and obligations regarding social benefits provided by the state, local governments, and others to those in need of coverage, as well as the burden of costs. In a broad sense, it refers to laws that are centered on public assistance and social insurance, and also include social welfare, public or environmental sanitation, pensions, and assistance for war victims. It is usually interpreted more narrowly to refer to the legal sector whose main pillars are public assistance, social insurance assistance (social allowances), and social welfare. Regarding public assistance, there are the Livelihood Protection Act and the Child Support Allowance Act, and regarding social insurance, there are the Health Insurance Act, the National Health Insurance Act, the Employee's Pension Insurance Act, the National Pension Act, the Employment Insurance Act, the Workers' Accident Compensation Insurance Act, and many other laws. Regarding welfare, there are the Elderly Welfare Act and the Child Welfare Act.

要保障者に対して国，地方公共団体その他が行う社会的給付をめぐる権利義務を中心としてその費用の負担などの法律関係を規定する立法の総称。広くは，公的扶助と社会保険を中心にして，社会福祉と公衆または環境衛生を，さらには恩給と戦争犠牲者援護をも含む領域に属する法を総称していう。通常はこれより狭く解されて，公的扶助，社会保険援護 (社会手当) ，社会福祉を主要な柱とする法部門をいう。公的扶助に関しては，生活保護法，児童扶養手当法などがあり，社会保険に関しては，健康保険法，国民健康保険法，厚生年金保険法，国民年金法，雇用保険法，労働者災害補償保険法その他多くの法律がある。なお福祉関係については，老人福祉法，児童福祉法などがある。
