An international organization of social democratic parties. Comisco, which was organized in opposition to Cominform, was dissolved at its fourth congress held in Frankfurt am Main, West Germany in July 1951, and the International was formed immediately after. It is a descendant of the Second International, which disappeared at the outbreak of World War I. It brought together a total of about 50 parties, including social democratic parties from Western and Northern Europe, such as the British Labour Party, the French Socialist Party, the German Social Democratic Party, the Austrian Socialist Party, and the Italian Social Democratic Party, as well as several social democratic parties in Asia and exiled social democratic parties in Eastern Europe, and has been active in promoting Western-style socialism as distinguished from communism, such as supporting the liberalization of Eastern European countries in recent years. The Socialist Party and the Democratic Socialist Party are members from Japan. At its first conference in July 1951, the Frankfurt Declaration was adopted, entitled "The Aims and Tasks of Democratic Socialism," setting out a policy of confronting both capitalism and communism, but it placed emphasis on confronting the Soviet bloc and called on workers to bear the burden of rearmament. There were many problems, including conflicts between European and Asian/African parties over the issue of opposing colonialism. In 1962, the Oslo Declaration was adopted. International conferences have been held regularly since then, but after the collapse of the Cold War, the confrontational nature of the international communist movement has disappeared, and a focus on improving the capitalist system has taken hold. The headquarters is in London, and the organization consists of a conference (held every two years), a board of directors, a steering committee, and a secretariat. 社会民主主義政党の国際組織。コミンフォルムに対抗して組織されたコミスコが,1951年7月西ドイツのフランクフルトアムマインで開かれた第4回大会で発展的に解消し,ただちに結成された。第1次世界大戦勃発に際して消滅した第2インターナショナルの系譜をひく。イギリス労働党,フランス社会党,ドイツ社会民主党,オーストリア社会党,イタリア社会民主党など西・北欧の社会民主主義政党を中心に,アジアのいくつかの社会党,東欧などの亡命社会民主主義諸政党など合計 50あまりの党を結集し,近年の東欧諸国の自由化を支援するなど,共産主義と区別した西欧型社会主義を推進する活動を行なってきた。日本からは,社会党と民社党が加盟。 51年7月の第1回大会で,「民主社会主義の目的と任務」と題するフランクフルト宣言を採択,資本主義と共産主義の双方と対決する方針を打出したが,ソ連圏と対決することに重点をおき,再軍備の負担に耐えるよう労働者に呼びかけた。植民地主義反対の問題をめぐりヨーロッパとアジア=アフリカ諸国の党の対立をはらむなど問題も多い。 62年にオスロ宣言を採択。その後も定期的に国際会議を開催しているが,冷戦体制の崩壊後は,それまでの国際共産主義運動との対決色が消え,資本主義体制の改良に力点を置いた方向性が定着している。本部はロンドンにあり,大会 (2年に1回) ,理事会,幹事会,事務局の機関をもつ。
