Born into a Polish-Jewish landowning family, he moved to England and studied modern history at Oxford University, and obtained British citizenship in 1913. With his books The Structure of Politics at the Accession of George III (1929) and England in the Age of the American Revolution (30), he created a new method of studying political history known as "Nemean historiography." He was professor of modern history at the University of Manchester from 1931 to 1953, and was knighted in 1952. In his later years, he compiled The History of Parliament: The House of Commons 1754-1790 (64).
