During the Muromachi period, when the shugo received orders from the shogunate, they would send envoys (enforcers) to the local area to execute those orders. This mainly involved handing over land to the winner in land disputes and removing any illegal or obstructive activities, and this right to enforce the envoys, along with the three major crimes (daibon) and the right to investigate and punish crimes in the Karita area, gave the shugo power the right to enter domestic territories, expanding the shugo's authority. However, from around the 15th century, the shogunate began to accept requests from local areas for the shugo to not enter in order to curb the growing power of the shugo.
