During the Muromachi period, when the shugo received orders from the shogunate, they would send envoys (enforcers) to the local area to execute those orders. This mainly involved handing over land to the winner in land disputes and removing any illegal or obstructive activities, and this right to enforce the envoys, along with the three major crimes (daibon) and the right to investigate and punish crimes in the Karita area, gave the shugo power the right to enter domestic territories, expanding the shugo's authority. However, from around the 15th century, the shogunate began to accept requests from local areas for the shugo to not enter in order to curb the growing power of the shugo. 室町時代,幕府の命令を受けた守護が,現地に使節(遵行使)を派遣してその命令を執行すること。主に土地争論での勝訴人への所領の引き渡し,違乱押妨の排除などで,この使節遵行権は大犯(だいぼん)三箇条・苅田(かりた)狼藉の検断権などとともに,守護勢力の国内所領への入部を根拠づけ,守護の権限を拡大させた。しかし15世紀ごろから幕府は守護勢力増長を抑えるため,在地からの守護不入権要求を認めていった。
