Law on land-secured financing, promulgated as a Dajokan proclamation on January 17, 1873 (Meiji 6). This law was enacted in conjunction with the proclamation of lifting the ban on farm sales in 1872 and the granting of private land ownership to all land through the issuance of land certificates. The main contents of the law were: (1) dividing land financing into pawning (a form of secured ownership) and writing-in (a form of secured ownership without possession), and in the former case, making it mandatory to hand over the land certificate to the lender, (2) limiting the tenancy to three years, (3) in the case of writing-in, if the land had sufficient collateral, types 2 and 3 of writing-in were permitted, and (4) all pawning and writing-in that existed at the time of the promulgation of the regulations were to be revised in accordance with the regulations by July 1873 (later amended to keep the period of the previous contract unchanged).

1873年(明治6)1月17日に太政官布告として公布された土地担保金融に関する法令。この法令は，1872年田畑売買解禁の布告および地券交付によりすべての土地に私的土地所有権が付与されたのにともなって制定された。おもな内容として，(1)土地金融を質入(占有担保形態)と書入(非占有担保形態)に区分し，前者の場合には地券を金主に渡すことを義務づけ，(2)年季は3年以内に限定し，(3)書入では，土地に担保余力があれば，さらに2番，3番の書入を認め，(4)規則公布時に存在する質入･書入は，すべて規則に準じて73年7月までに改約する(のちに，前約の期間を据え置くことに改正)こととしていた。
