In May 1177 (Jisho 1), Fujiwara no Narichika and his son Naritsune, close vassals of Emperor Goshirakawa, Fujiwara no Moromitsu (Saikou), Hossho-ji executor Shunkan, and Tada Yukitsuna of the Settsu Genji clan conspired to hunt down and destroy the Taira clan at Shunkan's Shikagatani Villa in Higashiyama, Kyoto. The plan was to take advantage of the approaching Gion Goryoe Festival to attack the Rokuhara residence and destroy the Taira clan in one fell swoop. However, the plan was discovered in advance by Tada Yukitsuna, who informed Taira no Kiyomori, and following Saikou's confession, the people involved were arrested and punished one by one. Saikou was sentenced to death, Narichika was exiled to Bitchu Province (Okayama Prefecture), and Shunkan, Naritsune and others were exiled to the isolated island of Kikaigashima at the southern tip of Kyushu.
