Sigismund's Reforms - Sigismund's Reforms (English spelling) Reformatio Sigismundi [Latin]
This document is a reform document for the late medieval German empire. It was published in 1439 during the Council of Basel, but the author is unknown. It takes the name of Sigismund, the Holy Roman Emperor at the time, to make it appear as if the reforms were initiated by the emperor. The document envisages a national reform in which the emperor would be at the centre, with imperial cities in charge of judicial and administrative affairs, and the feudal lords subordinated. It proposes improvements to citizens' lives, such as the abolition of customs duties that had been arbitrarily established by feudal lords, the correction of the abuse of coinage rights, the standardisation of weights and measures, the abolition of the guild (Zunft) system that had driven up prices, the prohibition of speculative hoarding of daily necessities, and the abolition of large trading companies. It also strongly advocates the abolition of heavy rents, taxes and corvée duties for peasants, the liberation of common land, and the abolition of serfdom.

中世末期のドイツの帝国改革文書。バーゼル公会議開催中の1439年に発表されたが,筆者は不明。当時の神聖ローマ皇帝ジギスムントの名を冠して,改革が皇帝の意図から出たように見せかけている。内容は,皇帝を中心に,帝国都市が裁判・行政を担当し,封建諸侯を従属下におく国政改革を構想している。領主がかってに設けた関税の廃止,貨幣鋳造権の乱用の是正,度量衡の統一,物価を高くするギルド(ツンフト)制度の廃止,生活必需品の投機買占めの禁止,大商事会社の廃止など市民生活の改善について提案し,さらに農民の重い地代・租税・賦役の廃止,共有地の解放,農奴制の廃棄を強く主張している。
