Also written as "jiko" or "jioki." This refers to the act of the original owner (principal) taking back land that has been transferred from his/her possession to another person, such as land for sale or land pawning. This term appears mainly in land purchase contracts (sales certificates) in the 15th and 16th centuries, mainly in the Yamato and Ise regions, but also in the Yamashiro, Owari, and Totomi regions. Generally, the wording "tokusei" (debt decree) is written together with "jihat" (debt decree), but there are also contractual wordings that state that the land will not be taken back even if there is a jhat, completely unrelated to the tokusei-rei (decree on the law of debt decree). 地興,地起とも書く。売却地,質入れ地など,本来の持主(本主)のもとから他へ所有が移転した土地を本主が取り戻す行為。この言葉は,15~16世紀,大和・伊勢地方を中心に,山城・尾張・遠江地方などの土地売買契約状(売券)に主としてあらわれる。一般的には,売券の特別契約として付記された徳政文言のなかに,〈徳政・地発〉と併記されているが,徳政令とまったく無関係に,地発があってもこの土地を取り戻さないという契約文言もみられる。
