Industrial Patriotic Movement - Sangyōhōkokuundō

Japanese: 産業報国運動 - さんぎょうほうこくうんどう

This movement was launched after the start of the Sino-Japanese War as a measure to adjust labor-management relations under the wartime system. It is also known as the Sanpo Movement for short. As a central organization, turning points were the establishment of the private organization, the Sanyo Hokoku Renmei (Sangyo Patriotic Association) (July 1938), and its reorganization into the Great Japan Sangyo Patriotic Association (November 1940) led by the Ministry of Home Affairs and the Ministry of Health and Welfare. Initially, the bureaucrats' vision for the wartime labor-management relations system was to popularize a labor-management consultation system in which issues of treatment could also be discussed under the idea of labor-management unity. However, the capitalists did not agree to a leadership spirit that would obscure command and control over employees, or to a labor-management consultation system that would also discuss issues of treatment.

日中戦争の開始後，戦時体制下での労資関係調整策として出発した運動。略して産報運動ともいう。中央組織としては，民間組織である産業報国連盟の成立(1938年7月)，内務･厚生省主導による大日本産業報国会への再編(1940年11月)を節目とする。当初，官僚側の戦時労資関係制度への構想は，労資一体の理念のもとに待遇問題をも協議しうる労資懇談制度を普及させることであった。しかし資本家側は，従業員に対する指揮命令権をあいまいにするような指導精神や待遇問題も協議対象とするような労資懇談制度には同意しなかった。
