The government and other authorities guide the overall balance of the industrial structure and specific industrial activities in the desired direction. Developing countries are asking developed countries to cede some industrial sectors, such as the labor-intensive light industry sector, and the United Nations and other organizations are calling for active industrial adjustment. Japan's industrial structure is highly dependent on exports, and its huge trade surplus is an international problem, but various policies are being used to adjust the industrial structure to one oriented toward domestic demand.
