This was a litigation body established shortly after the inauguration of the new Kenmu government in 1333 (Ganko 3). It handled general lawsuits, whereas the Record Office, which was established around the same time, adjudicated important cases. It was equivalent to the Hikitekisho (official office) of the Kamakura Shogunate, and employed officials from the former Shogunate. The organization was initially divided into three groups, which were later expanded to eight groups, and were responsible for lawsuits in the five provinces and seven provinces. The head of each group was called a Tounin, and the staff were called Yoryudo, covering the main members of the nobility and samurai classes of the time. The office was located on either side of the Ikuho Gate of the Daidairi Palace, and was called the Nanboku Ketsudansho (Nanboku Ketsudansho). In 1334 (Kenmu 1), its authority was clarified, and it handled disputes between lords and jito, taxes, and confirmation of main territories. There was some confusion, such as the same lawsuits being handled by the Archives Office twice, and the Archives Office ceased to function after Ashikaga Takauji raised his army in 1802.
