Born: November 12, 1830. Tosa, Seto [Died] March 2, 1910, Tokyo. A politician from the end of the Edo period to the Meiji period. A samurai of the Tosa clan. Commonly known as Sanshiro. As a high-ranking sonno-joi (revere the expulsion of the emperor) samurai of the clan, he was active in the political situation of the end of the Edo period while keeping a distance from the loyalist party. In 1867, together with Goto Shojiro and others, he persuaded the lord of the clan to recommend the restoration of imperial rule to the shogunate. He was appointed to the Meiji government and held important positions in the legal field, including counselor, vice governor of criminal law, and minister of justice. In 1870, he became a councilor, and the following year, minister of justice. He accompanied the Iwakura Mission to Europe to investigate the legal systems of various European countries. He did not join the Tosa faction when Itagaki Taisuke, a member of the conspiracy to conquer Korea, resigned from his post, and during the Seinan War, he suppressed a rebellion plot that broke out at the Risshisha Shrine in Tosa. He served as a samurai to the emperor, and later became a councilor and minister of public works in 1881. In 1888, he became a privy councilor. He was awarded the title of marquis. In his later years, he became the head of the education for Prince Akihito (later Emperor Taisho). Shigeru Tsuda is the author of "Meiji Emperor and His Ministers" (1928).
