[Born] Kishun 3 (1149) [Died] King Gojong 6 (1219) A representative warrior and politician of Goryeo, Korea. His first name was Luan. He was from Ubong. In the late 12th century, he was credited with suppressing the rebellion of Jo Yi-cho in Seogyeong, and later held influential local and central government positions. He purged the group of Yi Ui-bin, the most powerful man at the time, and seized real power. He presented King Myeongjong with 10 articles of office, demanding reform of the poor government. As Myeongjong did not implement these, he imprisoned King Myeongjong in the 27th year of his reign (1197) and forced him to abdicate in favor of Shinjong, becoming the most powerful man in Goryeo in both name and reality. Shinjong's successor, Heejong, bestowed the title of Meritorious Minister and Prince of the Nation to Choe Chung-heon. In the 5th year of Heejong's reign (1209), he established the Dojeongdogam, which became the de facto central organ of the military government. After Choi Chung-hyeon's death, the Choi clan, which was succeeded by Choi Yi (→Choi Yu), Choi Gang, and Choi Gi, dominated the Goryeo Dynasty for more than half a century through four generations.
