The call market is one of the interbank markets, where financial institutions lend and borrow short-term from each other. It is named the call market because it is a market where loans can be recovered in a very short time, as in "call and you will hear." Market transactions are mediated by money brokers. Previously, there were various regulations, such as the requirement that the loan must be secured and the interest rate must be 1%. However, with monetary easing, the call market has been gradually liberalized, and currently financial institutions can choose between an unsecured or secured basis. In addition, the loan period can be freely set from same-day repayment to one year. The interest rate has also been changed to 0.001%. With this liberalization, financial institutions have shifted their method of fund raising from borrowing from the Bank of Japan to raising funds in the interbank market, and are reducing the amount of debt they owe to the Bank of Japan.

コール市場とは、インターバンク市場のひとつで、金融機関が相互に短期の貸し付け、借り入れを行なっている市場のことである。「呼べばこたえる」というように、ごく短期で回収できる貸借という意味を込めてコール市場と名づけられている。市場取引は短資会社が仲介している。従来、有担保でなければならない、金利は1%でなければならない、など様々な規制があった。しかし、金融緩和のなかで、段階的にコール市場の自由化が進み、現在では無担保ベースと有担保ベースの2つを金融機関は選択できる。また、貸借期間も当日返却から1年までと自由に設定できる。金利レートも0.001%に変更された。このような自由化の中で、金融機関は資金調達の方法を、日銀からの借り入れからインターバンク市場での調達にシフトし、日銀からの負債額を減らしつつある。
