A nobleman in the early Heian period. He was the grandson of Councillor Sakai Maro (also known as Seki Maro) and the eldest son of Shikibu Daifu Naemaro. During the reign of Emperor Kanmu, he was first appointed as the Vice-Shogun of the Mutsu Chinju (guard of the province of Mutsu), and then as a Vice-Envoy for the Expeditionary Force together with Sakanoue no Tamuramaro, and participated in the expedition of the Emishi. In the Iyo Imperial Prince Incident of 807, he led 150 soldiers as the Left Guard Commander to arrest the Imperial Prince, and in the Kusuko Incident (810), he was dispatched as a Fixed Envoy to defend Suzuka Barrier (Seki Town, Mie Prefecture), making him a prominent military officer. In that year, Emperor Saga appointed Kurodo no Kami to prevent the leaking of secret information to the opposing side of the retired Emperor Heizei, and he was appointed as a military officer alongside the civil servant Fujiwara no Fuyutsugu. Both were close confidants of Emperor Saga's confidants from their days as Crown Princes. In 812, he was promoted to Chunagon.

平安前期の公卿。参議堺麻呂(関麻呂とも)の孫,式部大輔苗麻呂の長男。桓武朝では初め陸奥鎮守副将軍,次いで坂上田村麻呂と共に征夷副使に任じられ,蝦夷征討に当たった。大同2(807)年の伊予親王事件では左兵衛督として軍兵150人を率いて親王逮捕に向かい,薬子の変(810)では固関使として鈴鹿関(三重県関町)の防衛に派遣されるなど,武官としての活躍が目立つ。この年,嵯峨天皇は対立する平城上皇方への機密漏洩を防ぐため蔵人頭を置いたが,文官の藤原冬嗣とならび,武官としてこれに任じられている。ともに嵯峨天皇の東宮時代から近侍した腹心中の腹心であった。弘仁3(812)年中納言に昇る。
