During World War II, the Japanese military invaded Indonesia, which was then a Dutch colony, and after wiping out the Dutch colonial administration, imposed a military government for three and a half years (March 1942 to August 1945). The military government's main objective was to acquire resources to continue the war, but in order to carry this out smoothly, it was essential to grasp the population through various propaganda efforts and mobilize them to cooperate with the military government. The Java Hokokai was a mass organization that was created in March 1944 as part of such efforts, and was modeled after the Imperial Rule Assistance Association in Japan and the Kyowakai in Manchukuo.

第2次大戦中，日本軍は当時オランダ領であったインドネシアに侵攻し，オランダ植民地政権を一掃して3ヵ年半の間(1942年3月～45年8月)軍政をしいた。軍政の最大目的は戦争継続のための資源獲得にあったが，その円滑な遂行のため各種の宣撫工作によって住民を把握し，軍政協力に向けて動員することが必須であった。ジャワ奉公会はそのような工作の一環として1944年3月につくられた大衆組織で，日本国内の大政翼賛会や満州国の協和会を模したものである。
