National land planning

This corresponds to today's comprehensive national development. It was carried out in Nazi Germany, and in Japan, the Cabinet approved a national land planning outline in 1940. However, it had a strong military and material planning flavor, such as self-sufficiency in food and military materials, air defense, and population dispersion, and was not a plan that was tailored to the region.
