This was a council established by the Edo Shogunate in April 1860 (Man'en 1) with the aim of stimulating domestic production and lowering prices in line with the start of foreign trade. It was headed by senior councilor Kuze Hirochika and consisted of o-metsuke, metsuke, magistrates and officials from the Kanjo Magistrate's Office and Machi Magistrate's Office, and had the National Interest Bureau Office located on the former site of Makino Sanukinokami's residence. In addition to investigating the restoration and exemption of wasteland in the shogunate's territories in the western provinces, it also attempted a monopoly on products from various provinces at the National Interest Bureau in Edo, following a proposal by Amano Sanzaemon, head of the National Interest Bureau, but was abolished in July 1862 (Bunkyu 2) without achieving any results. 1860年(万延1)4月に江戸幕府が,外国貿易開始にともなう国産潤沢・物価引下げを目的として設置した評議機関。老中久世広周(くぜひろちか)を責任者として大目付,目付,勘定奉行所・町奉行所等の奉行・役人で構成し,牧野讃岐守屋敷跡に国益主法方役所を置いた。西国幕領の荒地起返し,免直しの調査等のほか,国益主法方頭取天野三左衛門の建策により江戸の国益会所での諸国産物専売を企てたが,なんら実績をあげないまま62年(文久2)7月廃止された。
