National interest

It is also called "national interest." This term came into use during the formation of modern nation states and is used as a synonym for "national honor" and "public interest," and is sometimes called "vital interest" to emphasize the paramount nature of the concept. National interest can be said to be the purpose for which a nation acts, but it is also used to explain and evaluate the suitability and appropriateness of foreign policy, and as a means to justify, criticize, and propose policies.

However, in addition to the inherent ambiguity of defining a nation's interests, the fact that the people no longer necessarily agree that national interests are good, the values ​​pursued in the domestic and international spheres no longer coincide, and the boundaries between domestic and international spheres have become unclear, making it increasingly difficult to define national interests. Furthermore, as interdependence deepens and trends such as globalization emerge, it can be said that pursuing the interests of a single nation is becoming inappropriate and impossible.

「国家的利益」ともいう。このことばは、近代国家が形成されるなかで用いられるようになり、「国家の名誉」「公共の利益」などの同義語としても用いられ、ときにはその概念の至上命令的な性質を強調するために「死活的利益」vital interestともよばれた。国益は、ある国家が行動するうえでの目的といえるが、外交政策の適合性や妥当性を説明・評価するために、さらには政策を正当化、非難、提案する手段として用いられる。

 しかし、国家の利益を定義するという本質的なあいまいさに加えて、国民がかならずしも一致して国益を善とみなすことはなくなったこと、国の内外の領域で追求される価値が一致しなくなったこと、さらにその内外の境界線が不明確になったことなどによって、国益の定義がますますむずかしくなっている。また、相互依存の深化によってグローバリズムといった志向が登場するなかで、単一の国家の利益を追求することは不適切かつ不可能になりつつあるといえる。
