Transportation services, along with food, clothing and shelter, constitute a fundamental part of our lives. Today, with the diversification of individual desires and major changes in the industrial structure, the demand for transportation services that correspond to these needs is ever increasing. Transportation investment is capital formation for transportation services, and it can be said that its role is becoming even greater in modern society. The level of transportation services is unlikely to be sufficient if it is left solely to the discretion of transportation operators. Therefore, it is common for the government or government-related agencies to intervene.
