Under the Ritsuryo system, this refers to the person in charge of transporting tributes, rice, and imported goods from feudal households to the capital. When this was done by kokushi or gunji, they were called "tsuna-ryo." According to the Engishiki, the rule was that for rice of 300 koku or more, kokushi's shishō or higher should be involved, and for rice of less than that, gunji and their children, as well as wealthy peasants, should be involved. The tsuna-ryō led the transport workers, who were porters and bearers, and carried a kind of waybill called a "monbun," and was given a kind of receipt called a "shubun" by the recipient for the delivered goods. 律令制のもとで調庸物や舂米(しようまい),封戸(ふこ)からの輸納物などを京まで運送するときの宰領をいう。国司・郡司がこれにあたるときはとくに〈綱領〉と称した。《延喜式》によれば,米であれば,300石以上は国司の史生(ししよう)以上,それ以下では郡司およびその子弟ならびに富裕な百姓などが携わるという原則が定められている。綱丁は輸送労働者である運脚や担夫を引率し,〈門文〉という一種の送り状を携え,納入した物品について納入先から〈収文〉という一種の領収証を与えられた。
