In the Middle Ages, Kyoto merchants had exclusive rights to trade paper mulberry, the raw material for paper. At the time, Kyoto's greatest demand for paper was met by tax and commercial paper sent from the provinces, and by paper made by paper manufacturers and sellers in the city (paper za), and the paper za is thought to have been a group of merchants who had exclusive rights to trade paper mulberry, the raw material, to supply to the paper za in the city. According to the Korefusa Koki, during the Eiroku period in the mid-16th century, a man named Tanaka Iehisa was involved in official business that required him to pay tribute to Honjo, so he probably held the position of head za or Otome.
