Business Opinion - Kougyouiken

This document was compiled in 1881 (Meiji 14) mainly by Maeda Masana, then Chief Secretary of the Ministry of Agriculture and Commerce, and completed three years later. It is a 30-volume Japanese-bound work that investigates and examines the state of industry during the development of the policy to encourage industry, with accompanying comments. It includes a platform, preface, current situation, causes, reference, spirit, national power, regions, and policies. During the recession under Matsukata's finances, Maeda and others personally investigated the state of agriculture, industry, and commerce in various regions, and in this book they argue for the need for capital supply, the establishment of laws and regulations, and government protection. However, there are significant changes in content between the draft compiled by Maeda and others and the original submitted to the Dajokan. The book was later reprinted and published as a basic reference for economic history research.

1881年（明治14）、当時の農商務省大書記官前田正名(まさな)が中心になって編纂(へんさん)、3年後に完成した文書。殖産興業政策の展開過程での産業の実態を調査、検討し、あわせて意見を添えたもので、和綴(わとじ)30巻。綱領、緒言以下、現況、原因、参考、精神、国力、地方、方針などの内容からなる。松方財政下の不況のなかで、各地の農工商業の実情を自ら調べた前田らは、本書において、資本の供給、法規の整備、政府の保護などの必要性を主張している。ただ、前田らが編纂した成稿と、太政官(だじょうかん)へ提出された原本の間には、かなりの内容変更がある。同書は経済史研究の基本文献として後年復刻、刊行された。
