Inspection - Kenpu

To inspect and seal. From the Heian to Muromachi periods, this was seen as an act of seizing private property. When a crime was discovered, executors of the power of investigation, such as kebiishi, would seize the private homes and warehouses of criminals. In addition, if farmers in manors or kokuga territories failed to pay their taxes, official duties, or taxes, or did not comply with demands to pay them, their private homes, warehouses, and personal property were seized. While it was common for houses and warehouses to be sealed off, there were also cases where sacred trees were erected in fields and rice and wheat were seized.

検査し、封をすること。平安時代から室町時代にかけて、私財の差押え行為として見受けられる。犯罪が明らかになると、検非違使(けびいし)などの検断権の執行者は犯罪人の私宅、倉庫を差し押さえた。また荘園(しょうえん)や国衙(こくが)領の農民が年貢、公事(くじ)、課役を未進し、納入催促に従わないでいると、私宅、倉庫、私財の差押えが行われた。家屋、倉庫を封鎖するのが普通であるが、田畠に神木を立てて稲、麦の差押えが行われることもあった。
