A special form of local administrative village organization under the Ritsuryo system. It is also read as "amarube." There is no official provision in the Ritsuryo code, and households remaining in a 50-household, 1-ri arrangement were customarily called "yoto," and the origin of this term can be traced back to the Kiyomihara Code, as documented by wooden tablets. Later, when stations and villages were established under the Gori system, the remaining households were also considered yoto. There are also cases where households were promoted to Go as the number of households increased. Place names such as yoto and Yome remain even today.
