Resolutions opposing the Alien and Sedition Acts enacted by the United States Congress in June and July 1798. The Federalists, who were in power at the time, enacted the Alien and Sedition Acts in time for the 1800 presidential election in order to suppress criticism of the government, as many of the Republican supporters critical of the Federalists were foreign-born newspaper and magazine editors. The Kentucky Resolves were drafted by T. Jefferson and adopted by the Kentucky State Assembly (the first in 1798, the second in 1799), while the Virginia Resolves were drafted by J. Madison and adopted by the Virginia State Assembly (1799).

アメリカ合衆国連邦議会が1798年6～7月に制定した〈外人法･治安法〉に反対する決議。当時政権の座にあったフェデラリスツは，同党に批判的なリパブリカンの支持者に外国生れの新聞や雑誌編集者が多かったことから，政府批判を抑えるために〈外人法･治安法〉を，1800年の大統領選挙に合わせて成立させた。ケンタッキー決議はT.ジェファソンが起草しケンタッキー州議会によって採択され(第1次は1798，第2次は1799)，バージニア決議はJ.マディソンが起草しバージニア州議会によって採択された(1799)。
