This shrine was built to enshrine Amaterasu Omikami, the original deity of the founding of Manchukuo. In 1940, the Manchukuo Emperor Puyi came to Japan to celebrate the 2600th anniversary of the founding of Japan, visited Ise Shrine, and on May 15th declared that "Japan and Manchukuo are one god, one worship," and issued an imperial decree (Kokuhon Tenjo Imperial Rescript) for the construction of the founding shrine, stating that all undertakings since the founding of Manchukuo have been undertaken with the protection of Amaterasu Omikami and the support of the Emperor. After the Emperor returned to Japan, the construction of the shrine was immediately put into action, and the high ground in the eastern corner of the Imperial Palace in Xinjing (present-day Changchun) was designated as the sacred area, and a ceremony to enshrine it was held on July 15th. 満州国建国の元神として天照大神をまつるために創建された神社。1940年,満州国皇帝溥儀(ふぎ)は,日本の紀元2600年慶祝のために来日し,伊勢神宮に参拝して,5月15日に〈日満一神一崇〉を表明し,満州国建国以来の事業はすべて天照大神の加護と,天皇の援助によらないものはないという建国神廟創建の詔書(〈国本奠定詔書〉)を発した。皇帝の帰国後,神廟創建はただちに実行に移され,新京(現在の長春)の帝宮内東隅の高地を神域と定めて,7月15日に鎮座祭が行われた。
