Born: July 29, 1854 in Munich [Died] January 15, 1932. German pedagogue and reformer. After graduating from a temporary teacher training school, he became an assistant teacher at an elementary school, but realized that he lacked academic ability and transferred to a gymnasium. At the age of 23, he qualified to enter university and studied humanities, mathematics, and natural sciences at the University of Munich and the Higher Technical School. After working as a gymnasium teacher, he became a school official in Munich (1895-1919). He supported E. Spranger's position on cultural philosophy, and considered the basic concepts of pedagogy to be cultivation, interest, and value, with values taking the highest position. He advocated the principle of labor as a practical method of cultivation, and based on this principle, he tried to promote the Arbeitsschule, a labor school that cultivates civic cultivation, by minimizing knowledge education and focusing on vocational education that gives skill and the joy of labor. In 1918, he was appointed honorary professor at the University of Munich. His main work is "The Concept of Civic Education" (The Begriff der staatbürgerlichen Erziehung) (10).
