In private law, typical examples are the resolutions of the general assembly of members of an incorporated association under the Civil Code, and the resolutions of the general shareholders' meeting and board of directors of a joint-stock company under the Commercial Code, all of which are legally binding. In contrast, in public law, resolutions are made in the Diet, each House of the Diet, each committee, and local assemblies as an expression of opinions and wishes, but unlike resolutions on bills and budget proposals, they are not legally binding.
