Light oil collection tax

This is a special purpose tax levied by prefectures to cover road-related expenses in prefectures and cities designated by government ordinance. In 1954 (Showa 29), the gasoline tax was made a tax to be used for road revenue, and in order to balance the tax burden with that of automobiles that use gasoline, this was established as a prefectural tax in 1981. The taxable object is the purchase of diesel from wholesalers or authorized dealers, and the tax base is the volume of diesel purchased. The taxpayer is the person who purchases the diesel, but the actual tax burden is expected to be passed on to consumers in the end.

In addition, since the mayors of designated cities are responsible for managing the national and prefectural roads within their districts, the prefecture in which the city is located is required to grant to the city an amount equal to 90% of its revenue multiplied by the ratio of the area of ​​general national and prefectural roads in the designated city to the area of ​​general national and prefectural roads in the prefecture. This is called the diesel collection tax grant.

都道府県および政令指定都市の道路に関する費用にあてるため、都道府県が課する目的税。1954年度（昭和29）から揮発油税が道路財源にあてるための税とされたことに伴い、揮発油を使用する自動車との間の税負担の均衡を図るため、56年度に都道府県税として創設された。課税客体は元売業者または特約業者からの軽油の引き取りであり、課税標準は引き取った軽油の容量である。納税義務者はその引き取りを行う者であるが、実質的な税負担は最終的には消費者に転嫁されることを予定している。

　また政令指定都市の市長はその区域内の国道および道府県道を管理するものとされているので、政令指定都市の所在する道府県は、その収入額の9割に、道府県内の一般国道および道府県道の面積に対する政令指定都市内の一般国道および道府県道の面積の比率を乗じて得た額を政令指定都市に交付することになっている。これを軽油引取税交付金という。
