The fishery disaster compensation system is structured in three stages (two stages for the fishing gear insurance business): the fishery insurance business conducted by the fishery insurance associations established in the coastal prefectures, each of which is funded by a fishery cooperative and a fishery insurance association federation in the area, and the 39 fishery insurance associations established nationwide as direct insurers; the fishery reinsurance business conducted by the national fishery insurance association federation for the fishery insurance associations; and the fishery insurance business conducted by the government for the fishery insurance association federation (for both fish catch insurance and aquaculture insurance). In order to ensure the smooth operation of the system, a separate fishery insurance fund (a special corporation based on the Fishery Disaster Compensation Law) was established to provide loans to fishery insurance associations when the insurance and reinsurance payments paid by the fishery insurance associations were insufficient. In October 1982, the fund was absorbed into the Central Fishery Credit Fund, a corporation approved by the government, and its business was taken over. The government also subsidizes part of the insurance premiums paid by fishermen and part of the administrative expenses of the fishery insurance associations, and invests in the Central Fishery Credit Fund. ...

…　漁業災害補償制度は，沿海都道府県に区域内の漁業協同組合および同連合会の出資により各1，全国で39設立されている漁業共済組合がそれぞれ元受共済者として行う漁業共済事業，全国段階の漁業共済組合連合会が漁業共済組合に対して行う漁業再共済事業，および政府が漁業共済組合連合会に対して行う漁業共済保険事業(漁獲共済，養殖共済の両事業について実施)という3段階(漁具共済事業にあっては2段階)の事業によって仕組まれている。また制度の円滑な運営のため，別に漁業共済基金(漁業災害補償法に基づく特殊法人)を設置し，漁業共済団体が支払う共済金や再共済金が不足する場合，これに対する融資を行っていたが，同基金は82年10月政府の認可法人である中央漁業信用基金に吸収合併され，事業も引き継がれた。なお政府は，漁業者の支払う共済掛金の一部および漁業共済団体事務費の一部について補助するほか，中央漁業信用基金に対し出資を行っている。…
