Detective - keiji

It is the term used at the beginning of laws, procedures, and systems related to crimes and punishment, and is the opposite of civil. It is generally used in expressions such as criminal case, criminal responsibility, and criminal police. It is also used as a nickname for plainclothes investigators among police officers whose job is criminal police, and among them, constables are called detectives (deka), and sergeants are called chief detectives (dekacho). There are also plainclothes investigators in the security division in charge of stimulants and juvenile crimes.

Criminal investigators are selected from among those who have graduated from police academies and gained practical experience at frontline police stations, and undergo training at prefectural and regional police academies. Detectives usually work in pairs to investigate crimes, but depending on the crime they are divided into violent crimes units that handle murder and robbery cases, theft and pickpocketing units, intellectual crime units that investigate fraud and corruption cases, and special crimes units that handle hostage and kidnapping cases. In addition, to deal with the increasing spread and speed of crime, mobile investigation units have been established nationwide since 1962, and they are able to use their mobile power to launch initial investigations when a crime occurs.

犯罪と刑罰に関する法規、手続、制度などに冠することばで、民事の対語。一般に、刑事事件、刑事責任、刑事警察などのように用いられる。また、刑事警察を任務とする警察官のうち、私服の捜査員の通称としても用いられ、そのうち巡査を刑事（デカ）、巡査部長を部長刑事（デカ長）などという。ほかに、覚醒(かくせい)剤や少年犯罪を担当する保安部門などにも私服で勤務する捜査員がいる。

　刑事捜査官は、警察学校を卒業して第一線の警察署で実務経験を積んだ者のなかから、資質・能力の優れた者を選考し、府県警察学校・管区警察学校で教育訓練を受ける。刑事は通常2人1組で捜査活動を行うが、犯罪の内容により、殺人・強盗事件を担当する強行犯係、泥棒・すりを捜査する盗犯係、詐欺・汚職事件捜査を行う知能犯係、人質・誘拐事件担当の特殊犯係などに分けられる。このほか、犯罪の広域化、スピード化に対処するため、1962年（昭和37）以降、全国に機動捜査隊が設けられ、犯罪発生時に機動力を駆使した初動捜査を行っている。
