[Died] November 15, 1939, Baltimore. American scholar of administrative law and public administration. Formerly held positions including professor at Columbia University and president of Johns Hopkins University. First president of the American Political Science Association. He broadly divided the functions of government into the expression and execution of national will, calling the former politics and the latter administration, providing a theoretical foundation for the dichotomy of politics and administration, and made a major contribution to the establishment of American public administration. He is also known for his efforts in constructing an American administrative law system under the influence of continental administrative law. His main work is Politics and Administration (1900).
