[Died] March 9, 1984.
Democratic People's Republic of Korea (North Korea) politician. From 1933 to 1940, he engaged in guerilla activities with Kim Il Sung in the Northeast Anti-Japanese United Army. From 1940 to 1945, he lived in the Soviet Union, during which time he studied at Tashkent University. He returned to Korea in 1945, and served as a member of the Central Standing Committee of the Workers' Party of Korea in 1946, Vice Minister of the Ministry of National Security in 1950, Deputy Prime Minister and Minister of Agriculture in 1954, and Central Committee member of the Democratic Front for the Reunification of the Fatherland in 1957. He became First Deputy Prime Minister in 1959 and Vice Chairman of the Party Central Committee in 1961. From 1966, he became a Standing Committee member and Secretary of the Central Committee and Political Committee of the Workers' Party of Korea, Party Secretary in 1972, and succeeded Kim Il Sung as Prime Minister of the Executive Council. In 1973, he recuperated from illness in Romania. He resigned as prime minister in 1976, and after the death of Choe Yong-kun, he became first vice chairman, second only to Kim Il-sung despite his poor health.

朝鮮民主主義人民共和国(北朝鮮)の政治家。1933~40年キム・イルソン(金日成)とともに東北抗日連軍でゲリラ活動に従事。1940~45年ソビエト連邦に滞在し,この間タシケント大学に学んだ。1945年帰国し,1946年北朝鮮労働党中央常任委員,1950年民族保衛省次官,1954年副首相兼農業大臣,1957年祖国統一民主主義戦線中央委員などを歴任。1959年第1副首相,1961年党中央委員会副委員長。1966年より朝鮮労働党中央委員会,政治委員会の常務委員兼秘書,1972年党秘書,キム・イルソンの跡を継ぎ政務院首相。1973年ルーマニアで病気療養。1976年首相を辞任し,崔鏞健の死後は第1副主席として,病弱ながらキム・イルソンに次ぐ地位にあった。
