Originally, the term meant newspapers published by foreigners living in the settlement and aimed at the people of the settlement, but the term also applied to Japanese-language newspapers published by foreigners living in the settlement, taking advantage of their extraterritoriality, aimed at Japanese people. The earliest settlement newspaper was the English-language paper, The Nagasaki Shipping List and Advertiser, which was first published in Nagasaki in June 1861 (Bunkyu 1). 本来は,居留地の人々を対象として居留地外国人の発行した新聞を意味するが,そのほか,居留地外国人が治外法権を利用して発行した日本人対象の日本語新聞も,居留地新聞と呼ばれる。居留地新聞としては,1861年(文久1)6月長崎で創刊された英字紙《ナガサキ・シッピング・リスト・アンド・アドバタイザーThe Nagasaki Shipping List and Advertiser》が最も早く,週2回刊で同年10月までに28号を発行した。
