During the Kyoho era (1716-1735), Tokugawa Yoshimune carried out various reforms in the Shogunate's politics. He attempted to restore finances through austerity measures, imposing tashitaka (a tax on rice), imposing high-quality rice taxes on feudal lords, and encouraging the development of new fields in rural areas, which led to increased tax revenues. He compiled the Kojikata Osadaragaki and Gofukugaki Shusei as the Shogunate's first legal codes.
