A woman from the early Kamakura period, she was the daughter of Fujiwara no Norikane. Her name was Kaneko. She became a tenji (court lady-in-waiting) in 1199 (Shoji 1), a junior third rank (Jusanmi) in 1204 (Genkyu 1), and a junior second rank (Junior Second Rank) in 1207 (Shogen 1). Because her father, Norikane, was the Minister of Justice, she was called the minister of court lady-in-waiting, the third rank, the second rank, or the minister's office. She was highly esteemed as the wet nurse of Emperor Gotoba, and was involved in his cloistered government. When the third Shogun of the Kamakura Shogunate, Sanetomo, sought a wife in Kyoto, he tried to arrange for the daughter of his relative, Bomon Nobukiyo, to be married, and he also demonstrated his great ability by recommending Prince Reizei no Miya Yorihito, the son of the retired Emperor Gotoba, to Masako Hojo as Sanetomo's successor. All of these actions were in line with the policy of the Insei government, which sought to inject the power of the nobles into the Shogunate, and were likely done at the will of the retired Emperor. However, after the failure of the Jokyu War (1221), his influence gradually weakened.

鎌倉初期の女性で、藤原範兼(のりかね)の女(むすめ)。名は兼子。1199年(正治1)典侍(てんじ)、1204年(元久1)従三位(じゅさんみ)、07年(承元1)従二位となり、父範兼が刑部卿(ぎょうぶきょう)であったから、卿典侍、卿三位、卿二位、卿局などとよばれた。後鳥羽(ごとば)天皇の乳母(めのと)として重んぜられ、その院政に介入した。鎌倉幕府3代将軍実朝(さねとも)がその夫人を京都に求めたときは、親縁の坊門信清(ぼうもんのぶきよ)の女の斡旋(あっせん)に努め、また実朝の後継者として後鳥羽上皇の子冷泉宮頼仁(れいぜいのみやよりひと)親王を北条政子(まさこ)に推すなど大いに手腕を発揮したが、これらはいずれも公家(くげ)勢力を幕府に注入しようとする院政の方針に沿ったもので、上皇の意を受けてのことであったであろう。しかし、承久(じょうきゅう)の乱(1221)の失敗後、その勢力もしだいに衰えた。
