Born on April 3, 1777. Chief retainer of the Takamatsu Domain in Sanuki. He rebuilt the domain's finances by implementing the Sugar Exchange Law and developing salt fields. He was well versed in Japanese and Chinese studies, and loved Kabuki and Gesaku. He was friends with Takizawa Bakin. He passed away on December 10, 1858. He was 83 years old. His given name was Michiaki. His pen name was Hakuryo. He was commonly known as Wataru. His works include "Kimima no Ki" and "Gesaku Kou Supplement."
