Year of birth: unknown A military commander in the Azuchi-Momoyama period. A vassal of Toyotomi Hideyoshi. Formerly a vassal of Akechi Mitsuhide. Became a follower of Hideyoshi after the Battle of Yamazaki. In 1590, he participated in Hideyoshi's siege of Odawara. After destroying the Later Hojo clan, Hideyoshi carried out the Oshu Punishment. At this time, Yoshikiyo was given 300,000 koku of land formerly owned by Osaki Yoshitaka and Kasai Harunobu, and based himself in Tome Castle (Tome Town, Miyagi Prefecture). Hideyoshi gave strict orders regarding land surveys in Oshu and Uzen, and when thorough land surveys began to be carried out, uprisings broke out in various parts of Oshu and Uzen in opposition to the Taiko's land surveys. The most violent was the uprising that took place in Yoshikiyo's territory from 1581 to the following year, known as the Kasai-Osaki Uprising. As a result, Yoshikiyo's territory was confiscated, but later in Bunroku 3 (1594) he was granted 14,000 koku in Bungo Province.

安土桃山時代の武将。豊臣秀吉の家臣。元は明智光秀の臣。山崎の合戦以後に秀吉に従う。天正18(1590)年秀吉の小田原攻めに参陣。後北条氏を滅ぼしたのち,秀吉は奥州仕置を断行する。このとき吉清は大崎義隆,葛西晴信の旧領30万石を与えられ,登米城(宮城県登米町)に拠った。秀吉が奥羽の検地について厳しく指令したことにより,徹底的な検地が実施され始めると,奥羽の各地で太閤検地反対の一揆が起こった。もっとも激しかったのは,天正18年から翌年にかけて吉清の所領内で起きた一揆であり,これを葛西・大崎一揆という。このため吉清は所領の没収となるが,のち文禄3(1594)年に豊後国内に1万4000石を与えられた。
