An army officer during the Meiji and Taisho periods. The eldest son of Kusunoki Masashi, a samurai of the Tosa (Kochi) clan. Graduated from the Army Academy in 1880, and was in the artillery department. He studied in France from 1881 to 1886. In 1890, he became a member of the First Bureau of the General Staff. In 1902, he was temporarily attached to the Japanese Embassy in Seoul, and the following year he was imprisoned for his involvement in the assassination of Empress Min. He was found not guilty at a military court martial in 1904. After serving as a supervisor at the Osaka Artillery Factory, he became the Second Army's Logistics Superintendent and then the Fourth Army's Artillery Chief during the Russo-Japanese War (1904-05). After the war, he served as the Commander-in-Chief of Karafuto Prefecture, and was promoted to lieutenant general in 1905. He was often posted to the provinces because he criticized the Choshu faction. His attitude was recognized and he served as Army Minister in the Yamamoto Gonbei Cabinet from 1913 to 1914. <References> Sagishiro Manabu, "Criticism of the Powers of the Times"
