Distribution of nobles - Kugyobunpai

...The term refers to the nobleman who presides over regular and special ceremonies and government affairs at the Imperial Court, and is sometimes abbreviated to just "shou." The nobleman distribution (allocation of roles for events) that is generally held at the end of the previous fiscal year determines who will be the shou for each event, and the minister or the dainagon is usually assigned to that role. However, for events that do not have a shou distribution, the nobleman who is attending on the day may be the higher-ranking nobleman, and this is called the hinoshi.
