Masatoshi Kugai

...One of the Edo Shogunate's distant province magistrates. On August 22, 1619 (Genwa 5), ​​Hisagai Masatoshi and Shimada Naotoki were appointed as Osaka Gundai with a stipend of 3,000 koku and 25 yoriki each, and were given control over the three Osaka districts as well as Settsu and Kawachi (Umezu Masakage Diary.
