...It was located downstream of the Yodo River and belonged to the Ubaryo. Kinto-maki was a pasture near the capital where horses and cattle sent as tribute from various provinces were temporarily grazed in order to be brought to the capital as needed. It is known that in 935 (Shohei 5), Ki no Tsurayuki stayed near Torikai Maki on his way back from Tosa Province, and that in 1048 (Eisho 3), the regent Fujiwara no Yorimichi arrived near the pasture on his way back from a pilgrimage to Koyasan.

…The public pastures found in the Engishiki were reorganized in response to these circumstances, and as shown in the table, they were concentrated in the border regions where there was a lot of uncultivated land. The Engishiki lists four types of pastures: (1) 39 official pastures (27 horses, 15 cattle) under the Ministry of War, (2) 32 imperially ordered pastures under the Left and Right Bureaus of Horses, (3) seven Kinto pastures, both in Ieshima and Tokyo, and (4) Ajihara pasture of the Bureau of Medicine, which was used for cultivating medicinal plants and collecting milk. Of these, the official pastures are considered to have inherited the pasture system established under the Ritsuryo system, but here they were changed so that horses and cattle produced along with the imperially ordered pastures were presented as tribute to the central government, and the Kinto pastures were distinctive in that they were used to raise the horses and cattle presented as tribute. …
