In the Imperial Diet during the time of the Constitution of the Empire of Japan, groups (factions) were recognized as eligible to participate in negotiations to decide bill submissions, the order and number of questions and debates, etc. Political factions with 25 or more members were recognized as negotiating groups, and each faction could send members to the negotiating committees in each House based on the ratio of its members to the number of members it had. The practice of entrusting the administration of parliamentary proceedings to in-house negotiating groups was recognized in 1926 (Taisho 15), and continued until the new Diet Law was enacted in 1947 (Showa 22) after the Second World War.

Therefore, the intra-parliamentary negotiating group can be considered the equivalent of the current Diet's Committee on Rules and Administration. The number of members of the Committee on Rules and Administration is allocated to each political party based on the ratio of the number of members they belong to. The Committee on Rules and Administration decides on the administration of the Diet in accordance with the Rules and Administration of each House, but the introduction of a bill requires the support of at least 20 members in the House of Representatives and at least 10 members in the House of Councillors, while the introduction of a budget-related bill requires the support of at least 50 members in the House of Representatives and at least 20 members in the House of Councillors.

大日本帝国憲法時代の帝国議会において、法案の提出や質疑・討論の順序・人数などを決定する交渉に参加できる資格を認められた団体(会派)。交渉団体の資格は25人以上の議員を有する会派に認められ、各会派は各議院における交渉のための委員会に所属議員数の比率に基づき委員を出すことができた。議事運営についての事務を院内交渉団体に任せる慣例は1926年(大正15)に認められ、第二次世界大戦後の47年(昭和22)に新しく国会法が制定されるまで続いた。

 したがって、院内交渉団体は現在の国会における議院運営委員会にあたるものといえよう。議院運営委員会には各会派の所属議員数の比率に基づき委員数が割り当てられる。議事運営は各議院の議事規則によって議院運営委員会が決定するが、法案の発議には衆議院で20人以上、参議院で10人以上、また予算関係の議案の発議には衆議院で50人以上、参議院で20人以上の賛成が必要とされる。
