…During this time, MacArthur persistently requested the United States to put the Tojo Cabinet members responsible for the Pearl Harbor surprise attack on Japan at the time of the outbreak of the war in a separate military trial, but this was not realized. The Charter of the International Military Tribunal for the Far East (Acts) was prepared by members of the International Prosecution Service (IPS) of GHQ, headed by Chief Prosecutor Joseph Berry Keenan, who arrived in Japan on December 6, 1945, and drafted by the IPS. MacArthur proclaimed the Charter on January 19, 1946, and established the basic framework of the Tokyo Trials.
