...A mutual aid system in which small and medium-sized fishermen pay a certain amount of insurance premiums, and if damage is caused to their fishing or aquaculture businesses due to an abnormal event or an unforeseen accident, the Fisheries Mutual Aid Association pays them insurance money according to the degree of damage (see the section on Mutual Aid Business). After six years of testing conducted by the government and commissioned by private organizations from 1957, the Fisheries Disaster Compensation Act was enacted as the basic law and the system was launched in 1964.
