...They supervised the local government officials (see the entry for "Seo-ri"). From the mid-Joseon period onwards, the local yangban were called "Toban" or "Hyoban" and were discriminated against by the yangban (Gyeongban) who became bureaucrats in the capital. However, they were the rulers of local society and local politics were conducted in accordance with their interests.
